Error processing payment Via Paypal

Need Error Fixed that prevents payment from paypal.

ISSUE:

When new clients signup for our hosting that are asked to fill out a form. Oncve the form is complete they are taken to Paypal to Paypals website to pay thier hosting fee.

All works great until the customer tries to submit payment, When they try and submit payment an error appears saying “Paypal Cannot VErify PAyment”

I have been in contact with Paypal and they say it is on our end,
