Image upload in python / django & user authentication

I am starting a new website from scratch. It is a very simple website that does a simple task. I want the signup page to include user name, password, email, city, and a box to upload an image. In the city field as the user is typing in the city, I want it to start listing the possible options to choose from so the user can just pick it from a field. the user must enter a city in the database or they will not be able to sign on.
