Info on how to send calls via Internet (IP Telephony/VoIP)

I’m interested in being able to send out external calls via PHP or another programming language with a prerecorded message (media file). Exactly like PrankDial.com does (minus the pranking).

I need to know what is required to be able to initiate calls from a computer, not using any existing phone lines or phone service? Would I have to pay a gateway or is there a server I can setup, etc? There won’t be many calls sent out, and they will be under 1 minute.

RECOVER UNSAVED CHANGES from MS WORD 2007 DOCUMENT

I lost a 4 page MS WORD Professional 2007 document I was working on. I opened this document as an attachment from MS Outlook Professional 2007, I hit the Save button often, but not the “SAVE AS” button.
When I went to exit the computer, I ACCIDENTALLY hit “don’t Save” to the document I’ve been saving at every entry. (a list of questions)

So ALTHOUGH I saved it every time an typed an answer, I DID NOT save the file at the end and give it a file name.

Now the document shows up in Outloo…
